The Palestinian Health Sector Development and Reform Project (Flagship Project) is a five-year project funded by USAID. The Flagship Project is currently recruiting motivated processionals for the following short term
technical consultants

Financial Management Trainer

The Flagship Project is seeking qualified trainers with demonstrated experience in
conducting trainings/workshops in Financial Management. The selected trainers will be
expected to design and conduct training sessions for financial and administrative directors and accountants, following Ministry of Health adopted protocols and guidelines.

Education, Qualifications and/or Equivalent Experience
• Graduate degree in a field related to the topic applied for or a related field.
• A minimum of 7 years of practical experience in the field requested.
• Knowledge and experience in the Palestinian health sector and services provided at
the primary, secondary and community levels in the West Bank and Gaza.
• Excellent oral and written communication skills.
• Demonstrated knowledge and skills in adult learning methodologies.
• Experience in conducting training workshops for health providers.
• Excellent writing and communication skills in English and Arabic.
Financial Sustainability and management Specialist

The Flagship Project is seeking qualified specialists with demonstrated experience in health sector and hospital financial sustainability and management.

Education, Qualifications and/or Equivalent Experience
• Master’s degree in Public Health, International Health, Health Finance or related field.
• A minimum of 7+ years experience working in the field of hospital finance
management.
• Knowledge and experience in health services in the West Bank and Gaza desirable.
• Excellent analytical skills including Excel modeling.
• In-depth understanding of the healthcare sectors and international health systems.
• Excellent writing and communication skills in English and Arabic.
• Prior experience in financial planning and management in healthcare facilities
including hospitals in low and/or middle income countries.
